Perhaps iterate through a selection set of blocks, and filter for block instances that have the appropriate EffectiveName Property, then drill down into the GetAttributes Property Object to access and manipulate the needed Attribute Object's TextString Property. If you want to convert one dynamic blocks in your drawing to static/regular block, then you can use DB2SB. Matching text strings is not the same as dealing with block attributes especially not with dynamic blocks with visibility states. I tried to find if there is any LISP can do this. If your dynamic block has visibility states, it will show all objects in your block. This only works for actions, but not visibility states.
It may not remove only dynamic block functionality, but also other new features you might need.
